近年来，中国科研的高速发展成为世界科学舞台上的亮点。与快速进步相随而行的，却是学术不端行为屡见报端。近十年间全球学术不端引发的撤稿中，中国占比从14.4%（2011年）增加至53.2%（2020年）。《自然》杂志在2021年3月统计1300多篇来自“论文工厂”的文章，大量来自中国。伴随大量学术不端行为的曝光，学术期刊质量管理不规范等问题引起我国科学共同体的集体关注。

2018年，中共中央办公厅、国务院办公厅印发《关于进一步加强科研诚信建设的若干意见》，明确指出“支持相关机构发布国内和国际学术期刊预警名单….”。

中国科学院文献情报中心期刊分区表团队将推出《国际期刊预警名单》，这是一项“早有预谋”又“恰逢其时”的科学实践。期刊分区表团队不断推出科学合理的期刊评价方法和体系，如引入论文层级的学科体系、提出期刊超越指数、构建科研机构精准画像等，获得大家的好评。近期，针对科研界的痛点，期刊分区表团队即将发布预警期刊名单，以期为建设中国科研发展的良好生态贡献力量。

预警期刊的识别采用定性与定量相结合的方法。通过专家咨询确立分析维度及评价指标，而后基于指标客观数据产生具体名单。

具体而言，就是通过综合评判期刊载文量、作者国际化程度、拒稿率、论文处理费（APC）、期刊超越指数、自引率、撤稿信息等，找出那些具备风险特征、具有潜在质量问题的学术期刊。最后，依据各刊数据差异，将预警级别分为高、中、低三档，风险指数依次减弱。

期刊预警不是论文评价，更不是否定预警期刊发表的每项成果。《国际期刊预警名单》旨在提醒科研人员审慎选择成果发表平台、提示出版机构强化期刊质量管理。

As the number of published papers being retracted is increasing dramatically and is higher than ever before, the phenomenon of retraction has aroused widespread concern in research community all over the world. Tang mentioned large-scale retracted papers from China appeared in journals of major publishers, a considerable proportion of retraction papers are due to academic misconduct. Statistics show that the global share of misconduct-caused retractions from China added from 14.4% (2011) to 53.2% (2020) . In contrast, the global share of publications from China doesn’t take such huge place. China has become one of the main countries suffering from academic misconduct.

In 2017, the Ministry of Science and Technology of China (MOST) announced to crack down on academic misconduct, and has introduced related sweeping reforms in 2018. Meanwhile, other departments of Chinese government also take measures to fight academic misconduct. From June 2021, National Health Commission of China has begun to make public announcements of the results and punishments of research integrity cases on its websites .

Since academic misconduct might not disappear in short term, multi-party participants, including the policy makers, researchers, and journal publishers should remain vigilant and fight against it together. In this battle, scientometricians could act as the independent evaluation agent, providing data and assisting the trilateral parts to curb misconduct.

In 2020, MOST released an official document, which suggested the third-party evaluation agent to formulate early warning journal list, so as to penalize untrustworthy and predatory journals. Since then, serval warning lists have been proposed by Chinese academic institutions. Among them, one list from National Science Library of the Chinese Academy of Sciences (CAS library in short) drew widely attractions of domestic and international research community, and publishers.

At the end of 2020, CAS library launched the first version of “Early Warning List of International Journals (Trial)”. This list focused on academic misconduct, but not limited to that. About the methodology for the list, it combined the results from peer review and quantitative method. The main researchers (affiliated to the scientometric department of CAS library), who constructed the Early Warning Journal List, applied multiple criteria for scientometric method, including paper mill, citation impact, article processing charge (APC), rejection rate, growth rate of productivity and self-citation rate, etc.

The purpose of the list is to remind researchers to choose their publishing venues carefully and to prompt publishers to strengthen their quality control for manuscripts. Over the past year, CAS library noticed most publishers, whose journals included in the early warning journal list, had taken efficient measures. Shortly before this manuscript, CAS library launched 2021's warning list . Compared to the 2020 list, the 2021 list has two changes. Firstly, lots of journals are removed from the 2020 list. Secondly, the number of warning journals decreased significantly. Those changes indicate that self-purification and adjustment of publishers are effective. However, the struggle against academic misconduct will still last for a long time. CAS library will be together with other scientometricians, track academic misconduct continuously.
